The Cabinet proposes to remove mentions of non-existent social insurance funds from the Civil Code and clarify the rules for business liquidation.
Closing a business? In the company liquidation procedure, it is still necessary to consider legislative mentions of social insurance funds, although the Social Insurance Fund of Ukraine was terminated by merging with the Pension Fund as of 1 January 2023. Its functions were transferred to the Pension Fund of Ukraine, but the relevant provisions of the Civil Code have not yet been aligned with the reform. On 5 October 2026, government bill No. 16120 was registered in the Verkhovna Rada to resolve this conflict.
