KUALA LUMPUR: Chief Minister Lim Guan Eng has at least acknowledged that Putrajaya helped in reducing the Penang governments debts via a water restructuring and debt-rationalisation exercise in 2011, said Datuk Seri Abdul Rahman Dahlan.
