The Director-General of the World Trade Organisation (WTO), Ngozi Okonjo-Iweala, has recounted how a carefully executed public communication strategy played a decisive role in helping Nigeria secure its historic Paris Club debt relief during the administration of former President Olusegun Obasanjo.
