During its development, Vietnam has gradually strengthened fiscal and budgetary discipline, restructured revenue sources, controlled budget deficits, and maintained public debt indicators within the limits permitted by the National Assembly. However, the state budget still faces many challenges such as: revenue sources are not truly sustainable and still depend on cyclical factors, while the pressure of recurrent expenditures and the need for development investment are increasing. The requirement to mobilize resources for infrastructure development, digital transformation , green transformation, ensuring social security, and adapting to the fluctuations of the global economy also places new demands on budget and public debt management.
